Not that easy (sorry about the pun).

Android has it's own versions of quite a few packages with serious reconfiguration, including quite a bit of the system, as well as where they reside. It's also internally set that it won't/can't run as root and although there are a few rootkits out there for phones, they break many common applications and most people seem to give up.

Theoretically it should be able to run in a container, but there would be the need to rebuild reconfigure quite a bit of easy, as easy is a root based distribution and Android is the opposite so you would have to use something like a chroot in the container to an android build version. And of course the kernel would have to be seriously reconfigured, and i'm not sure it could be dual-configured to handle both.

And all of that after you would have to deal with the Android Licencing conditions.
