I got an update today & now my last 8 sites visited are plastered across the Chrome startup screen, with no way to remove them except individually each time you open a new tab. I have bookmarks in toolbar folders for that!
My workaround - change the On Startup page in settings to: chrome://bookmarks
This will show bookmark folder. To access, click desired folder, then find & double-click desired bookmark.

What were you using as a start up page prior to the update? I have ungoogled chromium, and it is setup to start with a blank page...
funny, the last 5 or 6 versions will give an error message that the page can't fully load, "wait or close" or some such...I just ignore
it and click on my bookmarks in the 3 dot menu! OR, I also have the "new tab" set to open a blank page...click on the + plus sign
in tab bar and open a new blank page.

First of all, I only use Chrome for some specific official pages, for the rest of them Slimjet 45.0.3
I suppose you took a look at chrome://settings/onStartup and adjusted them.
I suggest to u to use a fantastic extension..- SPEED DIAL. I use it and it satisfied my necessities.

Me, I have all my Chromium-based browsers set to open with whatever tabs were showing when I last closed them. And like @Wiz57, I too have the new tab page set to a blank, black page.....with the exception of Opera, which has Speed Dial built-in for the new tab page. And that's handy, because I have it set to a list of bookmarks for my preferred, most-used sites.
From the look of things, the recommendation by @pp4mnklinux does exactly the same thing.
I can't say as I've noticed any issues with current Chrome.
