Question about USB Stick Ext4 Permissions

What is the best way to set permissions for a usb stick that can be used for root user like here with puppy Linux and standard Linux which has a user logon?
Also with the USB stick formatted ext4. Not necessarily with Windows.

Would it be best just to open it up and give it 777 permissions?

If you have a ext file system
My preference would be 750 for folders and 640 for files

No need to give everyone full access to your data
