VPM locked down/crippled? [SOLVED]

Hi there

I wanted to update my build of Curl and saw that there is a newer build available in the repository.

Even though I go through the steps to do so. The new build is not available when I check using terminal.

Is the VPM locked down or crippled to prevent updates?

Just using the latest update to 10 Aug 2024 and it appears to be working
