OS based user id?

i have no real objection to my device sending an age based authentication code for censorship purposes. i'm opposed to being personally identified by it as thats a security risk too far. identifying my ip address and which user number is enough. then any website can test for it. and i only have to do it once. i believe in a regulated internet, with real penalties for bad behavior, including disconnection of individuals and countries. freedom is not have no laws, freedom is to have good laws. based on serving the common good, where there is no punishment, there is no law, just anarchy.
