This is normal if your connection goes down as packages can't be downloaded if there is no connection.
Question is why the connection went down??? Do you need to ping the connection so that is not dropped ?
Is there an issue with your Router???

It's not really stuck in a loop. Look closely at the names of each of the files in the error. It is going to toss that error for each file in the dependency list, but will eventually quit after the last one.
