I tried to turn off screensaver if possible permanently by run xset s 0 0 dpms 0 0 0 in terminal or change the setting, but none works on my old Hp-laptop.
Do you know how?

I don't know which version of Puppy your using but most of them :-
Menu - Setup - Screen/Graphics Wizard - Screensaver
then uncheck the Enable screensaver.

In Bionicpup 32 it's:
Applications > Desktop > ScreenSaver Control > Disable

Not sure screensaver or blanking, but How to turn off both of them?.
All 64 bits lx, s15, voidp, bworm, f96, fatdog.
Screensaver/blanking setting is changed or ran xset s 0 0 dpms 0 0 0 in terminal, but Screensaver/blanking is still active.
Is xset s 0 0 dpms 0 0 0 the wrong command ?
I forgot to mention, not sure it is important or not, I turn off screen laptop and use only monitor over hdmi.

This tells us no useful information.
We need the exact full name of the operating system.
You seem to think all Linux OS's will do the control of this the same way.

Screen saver should be not activating, if you disable it by using whatever control program is provided in the Linux OS being used.
In Puppy Linux OS's you do need to be booting using a save so changes you make are there to be used on next boot up.
Some Puppy versions have screen saver set to enable by default.
So boot them and never make a save.
They will always have it enabled, because there is no save to record the change in.
The things you do not tell us, are usually the clue to fixing the problem.

Sorry my mistake. The problem was, I did not fully/100% close the lid of my laptop. Some systems got confuse and triggered the screensaver/blanking out of control, but other systems have no problem at all.
