So just a little report on using rc1 on an ancient little DELL with 2 1.9GHz processors.
I pulled this out of the closet because one of my teaching studio laptops seems to have a hard drive going bad.
I put F96 and Spectr-rc1 on it, and as expected F96 ran pretty well, then I copied a multi-install of Spectr on it, and it performs wonderfully.
I used my cpupower governor switching scripts and ran a youtube video in LibreWolf. No stuttering or sputtering. In powersave mode the video kind of frames through at times, but the audio plays perfectly start to finish. I always liked this machine that I bought used sometime around 2008 or 2009. It had windows XP on it. It's "multi-media" laptop, really small like a 12" monitor. But I guess it had really good graphics and sound cards for the day it was built.
Here's a couple screen shots of the switching scripts and my cpuMON script which displays the cpu clocks in realtime.
