No.
It is replaced with menu->Setup->Internet Connection Wizard->Wireless GPRS Modem

A little more info, on what exactly you have for hardware and what you want to do, is needed to give better info.
The things you do not tell us, are usually the clue to fixing the problem.

I have a client that still desires dialup (odd to me) and wants to run Puppylinux. The client wants a GUI interface to connect to the dialup network. In 2021 (almost 2022)? *blink*
Anyway Pupdial was mentioned and I just wasn't sure if that was in the latest distro. New laptop is on the way then install some version of Puppy, that is TBD.

Pupdial is not in fossapup64 but is in FocalPup32. The version in FocalPup32 is the latest.
For FossaPup64 you can download and install the latest pupdial version (2.3) from here: viewtopic.php?p=2241#p2241
Please post here if you have any problem with pupdial.
