What is that deb file? Name, version. What are you intending to use it for? -
Also helpful would be the Puppy name you are using -

Probably you're installing it "as spot". Move the downloaded file to "my-documents" folder, then try to install it.

The program is steam and I downloaded it's deb file from it's website.

FYI, there are over 6,000 versions and variations of Puppy; with about 30 still actively supported; not to mention debian dogs and Kennel-Linux also maintained on this Forum. There a too many hardware variations which can make up a computer to even estimate. Taking into considerations various Package Managers and web-browsers, there are dozens of ways to download a 'deb'. The obvious way to install a deb isn't the only way.
A particularly important consideration is bigpup's parting thoughts: "The things you do not tell us, are usually the clue to fixing the problem."

My puppy version is FossaPup64 9.5
I will appreciate if you help me to install the steam.
Well getting Steam to work is one big pain in the, you know what!
Steams Linux version is 32bit software and they do not seem that interested in fixing it to work very well.
They really want you to use their Linux Operating system.
This may get you going, but even I have issues with Steam, and getting it to do anything.

Every time you start it, seems to want to update before it will actually run.
