how do i wake precise puppy 571 from sleep?

hello all,
the usual code, which worked on previous pups,
[..ends in '/sys/power/state'] sends the compu to
sleep, but when called to wake the display of work
is frozen. requires holding down the power switch
til the compu turns off. then a restart.

On some you can just press and release the power button which wakes it up. I think it is BIOS dependent.

Sounds familiar
Even if it worked on "previous pups" (which one? same machine?) it doesn't mean that it works in your scenario. The "usual code" needs the right combination of HW and Puppy version.
I have an old Fujitsu FMV Biblo, and when I searched for a distro that would send the machine to suspend and reliably wakes it up again I had to try several distros. Turned out that Precise 571 was the only one that worked, with a twist: After the command it takes about a minute until the suspend mode kicks in, but waking up is done immediately. On Slacko 5.6 the opposite: Suspends immediately but needs a minute to wake up. With other distros suspend doesn't work at all. This all only applies to this particular Fujitsu machine, so I recommend that you try other distros for your Toshiba.

Not specifically with Precise but with my old HP laptop, I normally press down the power button for a while (just hold it down for a bit) and then move the mouse quite vigorously. Don't press the power button and move the mouse at the same time. This normally works for me (about 80% of the time).

I use these old Puppies out-of-the-box. It's probably already installed, but not by me.
However I checked again and I was wrong in one point: It wasn't Precise I was using, it was Lucid 5.2.8. I'm sure I tried Precise as well, but it didn't perform as good as Lucid. Can't remember what the issue was. Probably the same late wake-up as experienced with Slacko. Maybe you should wait a little longer before hitting the power button

Depending on what you want to do with Lucid, it may not be suitable as a daily driver. I seriously doubt any browsers will work on it these days.....it was getting problematic before COVID kicked-in.
It's a lovely Puppy - I have fond memories of it myself! - but it IS getting seriously long in the tooth. Of course, it may suit your hardware better.
Can you let us have some specs of this machine? It's possible the glibc-tweaked PaleMoon/NewMoon portable browsers may function here. I can't run Lucid on this modern HP desktop rig, because it grinds to a halt during the boot process, looking for VESA BIOS extensions.....which don't exist on a UEFI machine.
I'll burn a Lucid CD a bit later, and try it on my 2008/9 Dell Latitude, along with copies of those two browsers on a flash drive. Won't be till late afternoon here, however.
