Hi @melon688 , when I had this problem it was because of drivers problem. F96CE_4 hasn't got the drivers for your laptop.
It's time to look after them.
I can't give you another solution, let's see if other user can tell u other one.

@melon688 I have not seen the tray bar do that before. So this is a two monitor set up with both monitors the same resolution?
I have seen some strange effects when using a laptop monitor screen and a large external monitor.
Try first to shut off the laptop screen only and restart X giving a chance to set the res on the larger monitor. What program are you using to set up a dual monitor display? It might take a bit of juggling to find the right order but it is possible.
What hardware is providing the graphics?
Intel?
ATI?
Nvidia?

I take apart laptop LCD connect to HP LA1905wg only.
my other dual monitor experience:
Dell Latitude E6230 (1366x768,i5-3320m) connect to TV (1920x1080)
on TV: normal full screen.
on Laptop : part of screen area (have not seen the tray bar)
in my memory,I try it on win 7 before,
both Laptop(1366x768) and TV(1920x1080) are in normal full screen.

I think the problem is F96-CE does not have a good program for controlling multi-monitor setup.
Try installing this program from Fossapup64 9.5.

Download the pet.
Left click on it to install.
To run it.
Open a terminal (console).
Type: lxrandr
Press enter key.
If this program is showing both laptop monitor and external monitor as devices.
Set each one the way you want them.

to get the correct "backdrop", open rox and right- click on empty space and go to Options-last menu Compatibility, and uncheck "pass all backdrop ..." and reboot, now you should get the backdrop on right-clicking on desktop.

I try it out,but it can't solve two monitors problem.
I had a similar problem - but solved it with lxrandr. Here's what works for me:
When using the external monitor (in your case HDMI1) on the "Advanced" tab you need to set your HDMI1 monitor as the "primary resolution"
At the moment, you have the settings as
on the Quick Options tab: "Use same screen on both laptop LCD and external monitor"
on the Advanced tab: "Laptop LCD monitor" as the "primary resolution"
So - lxrandr is showing your "primary resolution" on both screens.
I believe if you set the HDMI1 monitor as the primary screen, it will correctly display while you are connected to the external monitor, and when you use the laptop without the external monitor it will default to the laptop LCD monitor. Worth a try.

I will try Dell E6230 (1366x768)+ HP LA1905wg (1440x900) later.

lxrandr is described as 'LXRandR is the standard screen manager of LXDE.
It manages screen resolution and external monitors. You can plug in another

utilities category. There are four alternatives to lxrandr for Linux and
Windows. The best alternative is arandr, which is both free and Open Source.
Other great apps like lxrandr are driconf, Xdiagnose and Dell Display Manager.

Which Puppy Linux are you trying to fix the screen?
I ask because I see both FossaPup64 and FossaPup64-CE screen captures?
I have two laptops,
no1, Dell 1535 (no lcd)connect to HP LA1905wg (1440x900).
no2, Dell e6230 (1366x768)connect to TV (1920x1080).
by running F96 and FOSSAPUP,they all has the same problem.
I think, arandr can explain the problem.
when connet two different resolution monitor,
you can adjust what area you want to see.
