If this only had a next / back tab it would make a wonderful image viewer and editor combination, with it's small size the Irfanview for Linux substitute I have been longing for ever since. You can hide/toggle most panels with the Show Panels button.
Could this be done by puppy developers? Further features like some more supported image formats, lossless jpg crop and rotation, 8bf filters use could be added later. Sigh.

Does anyone have enough experience with it to know if it can be used to lighten a portion of an image?
(ie online tutorials show that a Photoshop user would create a new "light" or "dark" layer, then apply some sort of mask via a brush and "paint lightness or darkness" over portions of the image. Does Azpainter have similar abilities??)
Here is a portion of the image I would like to work on. I would like to even out the lightness across the image then take the background shading out so that i can render the image suitable for printing - without having some parts overexposed and other parts underexposed.
ie: i would like to have a more or less evenly white background and clear black text.

Here is the best I can achieve with the current tools i am using (I don't have Photoshop...).
It is just too grubby in some parts and the characters too washed out in others:

You may use Filter - Color - Thresholding.
I have tried applying Filter - Outline - Unsharp mask before Thresholding, seems to give better results.
In PaintShop Pro what I do in such situations is to reduce the number of bits to 2 or 4. This forces all the whites and light grays into one or two levels of white, and similarly for the blacks and dark grays. After which a little manual cleanup is usually all it takes.
