The 3 symbols on the top right of open windows are gone

I discovered that there is a problem with the monitor settings in the multi monitor setup which prevented me from seeing the entire window. Apparently, both monitors must be set to the same size. The symbols are still gone but now there are three blank squares which have the same function as the symbols. I can live with that.

There used to be 3 symbols: one to minimize, one to medium size or maximize, and one to quit. Not only system windows, even Firefox is affected.

How do I get them back?

The window manager creates the title bar and the close, minimize and maximize buttons.
The default window manager in Puppy is JWM.

If you boot with no save file, everything should work properly.
If it does work properly, then you have a problem with your save file.

You can try fixing the configuration with jwmdesk.
But if you are having problems with your save file,
you should fix that first.

and I think that it is true.

For example, the Icewm window manager has configuration options to have the buttons appear at the top left or top right and what icon theme to use, etc etc.

But GTK has theme options too. in files like:

/root/.gtkrc-2.0
/root/.gtkrc.mine
and in /root/.config/
and in /usr/share/themes/

jwmdesk works with gtk and rox and jwm options.
