How to set system time default is hardware time

Let it be the default, which file should be modified? No need to reset after booting

There should be an item in the menu that can set the date and time.

What it does is put LOCAL or UTC in the file /etc/adjtime
and make the file /etc/localtime be a symlink to a file in /usr/share/zoneinfo/
And maybe set the TZ variable in /etc/profile or maybe not.
