Emended 5.16.13 with the fix-fsctx patch

5.16.13 with the fix-fsctx patch, which returns a normal shutdown and reboot to kernels whose versions are newer than 5.4. In other words, with the "null pointer dereference" bug fixed.
Compiled in Fossapup. Checked in Jammypup.

Just noticed this thread. The null pointer dereference bug also happens in >5.4.53 in one of my machines only, both with kernels from the kernel-kit or with ozsouth's kernels, in fossapup64. Personally it's actually almost unnoticeable since I almost always turn off with the sysrq trigger (as I only use pupmode 5, HD powered off). But just posting in case it's easy to apply the patch to the kernel kit to the 5.4 branch as well?

@bigpuppyfan Sadly, this can only be readily patched in kernels 5.10 & later, as fsctx.c isn't in aufs 5.4.3. Hence I've given up on 5.4.
