I'll have to think about it a moment! Odd case.

My Lenovo ideapad G5030 did refuse to reboot too.
I was able to solve this by adding the kernel command reboot=p (resets pci on a reboot) to the kernel command line in menu.lst
reboot=c (cold reboot) may also work...
This needs a reboot to take effect...
After adding the boot parameter you have to shutdown, wait some seconds and start up again.

I have an old 64bit HP that stops similarly IF I REBOOT.
I MUST poweroff to restart without boot issues. (No boot command line changes required.)
Is the same true in your case?

I "believe" this is a BIOS/UEFI bug. AND, this PC has NEVER had its BIOS/IUEFI firmware upgraded. Because of its age, I'm afraid an BIOS/IUEFI upgrade is NOT possible, unless I pay.
So, I will continue to live with this annoying condition until this old PC is retired. For now, this PC is merely a machine for testing distro boots.
