The Roaring Penguin PPPoE networking manager had been troublesome for a long time. I think it was fixed in Lucid Pup, but never since.
I believe I have fixed the issue in the latest version of rp-pppoe, 3.15. This version replaces the deprecated 'ifconfig' command and integrates the internationalization modifications and additional scripts for Puppy Linux.
I created packages for Puppys bionic32 and fossa64. They may also work in other Puppys, although it would be best to test with those Pups, especially if they fail in others. (The old tahr32 version seems to work in bionic32.) I am willing to make packages for other Puppys if needed.
The issue that should be fixed is the "server" DSN name server option, which appears to be the default unless the user changes it.
If there is anyone around who can connect to a DSL modem other than ones integrated with a router (@ioan?), please try either of these packages. Use the Connection Wizard "Roaring Penguin PPPoE" option.
