Here's a 64-bit 'portable' build of the well-known Peek "on-the-fly" GIF creator:-

Only 'portable' in the sense that it keeps its config stuff within its own directory, sym-linking it out to the 'expected' location at runtime. This sym-link is then removed again at close.
You can add a MenuEntry to run it from wherever you keep it. Please be aware, you DO need ffmpeg installed for this to work, but most Puppies come with this by default anyway. (Older Puppies may need a newer version of ffmpeg; 3.3.4 or 3.4.2 usually do the trick):-
