i do not know what i'm doing,
but want to use either computer to control the other, depending which one i'm at. can i turn one into a remote terminal for the other?

both eth conected, 1 port each wifi aval . can the hp become an host?

hp 250 g4 with fossapup64-9.5.1
and
toshiba intel duo with upupbb32-8.0

how to setup both for continuous mutual internal/external-control on LAN via router/nbn modem.

Just run vnc host on both, eg x11vnc and use a client on either when you want to connect to the other one

Chrome browser allow this, OOTB. Simple to use. And affords multimedia (music and video from the connected device) should you want.

VNC does not do multimedia.
