With USB, you have to go into BIOS and make it the 1st bootable drive seen and operated. The SD card is a nitemare, as its a proprietary driver to boot that (but its useable to store stuff in).
Its also possible you selected the wrong method of "installer"... its a USB flash drive. The wording on the CE edition can be confusing. Or maybe you need to D/L the Pup again, it may be funky.
Money talks... no, it shouts, so that it doesn't have to hear common sense.

Try using one of these installers to do the install.

Non of these are going to work in Chrome OS.
Need to use them in Windows or a normal main stream Linux OS.
Chrome OS Recovery probably is made to only make a Chrome OS recovery USB.
If you could show us exactly what is on the USB.
We may see something missing.
What you should see is a bunch of different Slacko 5.7.2 files.
The things you do not tell us, are usually the clue to fixing the problem.
When I was a kid, I wanted to be older.
This is not what I expected

Btw, what should I change to make it booting from
Ethernet?
And do you know something about the programs on the Hiren's bootCD?
