I don't remember, but, I've been having this problem for very long. Whenever I try to go to puppylinux I'm presented with a page 403 forbidden. What can I do? I'm currently using Xubuntu but I always have Puppy also installed on my HDD. So mine is a three OS system. Windows, Xubuntu, Puppy.
It is up and working fine. My best guess is that you are having some sort of name resolution problem (DNS). Try switching your DNS to cloudflare to test it. (1.1.1.1)
Also, boot into RAM mode and see if the problem persists.

Yes I am able to go to smokey website using both https and http. I am having this problem both on my desktop and on my Android phone. I am accessing this website from New Delhi India and my ISP is Airtel. Could that be a problem?

at home all your devices are using most probably the same internet access.
Have you ever checked whether this problem occur if you use another internet entry ? Visit at friends as example.
I read some articles that Airtel is definitively blocking IP's.
But I don't believe that a github page is affected.
If you want you could perform still another test
open a terminal and type following command

mtr -n 185.199.111.153you should get an output like the attached screenshot or see if route is blocked somewhere.
I ran that. I think Airtel is blocking the traffic. After running for about 30 seconds the command displayed "(no route to host)". I could access puppy.com from my brother's phone and wifi hotspot (he uses Vodafone). Thanks for the help. 
mohittomar13, if it is in fact your ISP, you might be able to get away with loading https://forum.puppylinux.com/index.php into one of the following proxies...

This is the real domain name of this forum. forum.puppylinux.com is being used as an ALIAS.
We've made some adjustments to the DNS name server settings that might fix this problem. It is a reason that some ISP's automatically filter out mail sent by the forum as junk.
So it might also be the reason the ISP you are using is blocking the IP. It all boils down to a "bad reputation" caused in our case by the interplay of using the ALIAS which is on a totally different host than that of this forum, and incomplete / incorrect configuration.
Hopefully this theory turns out to be true and the problems will disappear.
Yep, forgot to mention that. It's the one I use.
The problem is not with forums.puppylinux.com it's with www.puppylinux.com. And I too use rockedge's link as that's what I've been using since the launch of this forum. The link was changed later to forum.puppylinux.com. Thanks, everyone. 
Certificate issue re https://puppylinux.com
puppylinux.com working on my browser without https prefix.

That is correct. The modification to repair the DNS name server configuration has occurred. We wait now to see if it takes effect.
Also there are no certificates for puppylinux.com so https will not operate cleanly. Changes to the DKIM should allow better operation.
