I think that you can get this from the chromium package. See post:

Mm. One question..... How old is your browser? I ask, because the version of libffmpeg HAS to match the release version of the browser. With the Chromium-based browsers, once you have to start upgrading libffmpeg, it's not long before the browser itself needs updating to the newest release.

I'm not 'dissing' him - on the contrary, I have a lot of respect for him - but s243a's advice isn't really applicable here. It probably does work for Chromium itself, but the Opera team went through a spell of re-locating libffmpeg all over the place....the Opera community were up in arms about this for most of last year! However, the devs have finally settled for placing it back in the browser directory. The important thing is to go into the 'opera' directory, then into 'resources'. Once in 'resources', you need to open the file

ffmpeg_preload_config.json

....and check that the $PATH points to the correct location of libffmpeg. The config files within 'resources' are what Opera uses for locating critical media components.

Libffmpeg itself is easy enough to find. The Opera community recommend the use of pre-built libffmpeg packages from here:-
