No one on this forum should have to deal with insults, abusive, obscene, vulgar, slanderous, hateful, threatening, sexually-orientated statements in a topic or post.
Making any personal comments, about anyone, by anyone, is not adding anything to any topic or post on this forum.
So this will be deleted.
That seems to be a simple principle to follow and enforce.
This is in the terms of this forum not to allow it.
I will add that any personal stuff can be settled between anyone by using a PM (personal message) from whoever to whoever.
Note:
You may still see some personal comments in old topics.
We can only change the future not the past.
Well, it takes time to hunt stuff down and deleting is the last thing we really want to do.
But if it is reported by someone that does not like what they see (maybe about them) report it to a moderator by a PM to them.

Maybe best to get rid of the thread you have in mind. Not sure about the PM, except to be sure the OP knows it was a moderator and not the
target of that particular rant. Warnings to the OP as well as other participants should also be issued, though these are usually unheeded.
However that gives a trail to follow when asked why. If the offending behaviour continues, perhaps some temporary ban would be in order.

Providing an update on moderation is relevant.
But it is first and foremost up to individuals to demonstrate good manners. Humility, respect and understanding are the foundations of a healthy discussion despite the differences in the points of view of the interlocutors of a subject. And we must also have the humility to tell ourselves if our comment brings something more to the discussion or is it simply to put ourselves in the forefront. Ego can make any situation toxic and contributes little to the development of a group dynamic.
In short, moderation is good but it should ultimately be marginal in group discussions if we rely on human qualities.

.....except that in this particular case, the "target" of the thread in question does, in fact, have MORE "rights" than anyone else. In fact, he has MORE rights to lock or delete threads - or ban members - than the rest of us put together. So where DO ya go with that one?

Where "We go with that is, IMHO, for this forum "He" is the "special one", and can do as"He" sees fit.
If someone doesn't like it, I say, "Tough sh?t"; move on!!!
