It is seeking developers for Harmony OS.
Previously it was integrating Android inside of Harmony but it looks like it wants
a totally new OS

Yes it is because the USA are doing a commercial war against China.
So the USA make embargo for many technologies to China.
China has to develop their own technology to survive.
