First make sure you are booting the DVD with no USB drives plugged into the computer.
I assume you burned the new ISO to the DVD as an ISO image burn?
All the files in the ISO are on the DVD if you look at what is on it.
Look on the DVD and look for the boot loader files.
Look for grub.cfg file and open it in a text editor.
In the entries, does it have pmedia=cd or something else as pmedia=?
The things you do not tell us, are usually the clue to fixing the problem.

My "I thought it was good" custom fossa65 DVD actually had jammy32 boot section.
that would do it. bad base = bad ISO
