Hi.
The title, "Connecting Windows PC to Puppy PC" says it all.
What's the hardware that's needed?
What's the software that's needed?
Which steps do I need to perform?
Windows PC has XP installed, Puppy PC frugal install of either Tahr Puppy or Bionic Puppy.

An interesting question. Depends what you mean by "connect".
To allow file transfer - there are ways to connect the two computers via SAMBA, or FILEZILLA-(XP) /FTPD -(puppy). Other ways also.
You might also be able to use one of those special USB cables, but I've never tried it myself.
To actually run XP as a virtual drive as guest in a puppy host, one could remove the XP drive and connect it via a suitable USB interface to the PC running Puppy Linux , then run the drive virtually in VirtualBox. See:

I have done this for several computers with Windows installed on separate drives to Puppy Linux. You can also do this with QEMU, but the whole drive must be converted to another format first.

Always need the exact specific Puppy version. 
Is it Tahrpup 6.0.5 (32bit)?

Bionicpup32 8.0 (32bit)
Bionicpup64 8.0. (64bit)
All of these are slightly different. Not only 32bit or 64bit, but what programs are in them or need to be added.
The things you do not tell us, are usually the clue to fixing the problem.

This is not what I expected 
The Puppies are booting on the Windows XP PC? If so you will see icons with the Windows XP installation and clicking on those icons will mount them so that you can navigate to the files you want to copy and you then click and drag the files to where you want them. Or am I missing something?
On the windows machine you need to make sure the files you want to share are set as shared. Usually right click on a drive or folder and select "share"
On the Puppy machine, use pnethood or yassm to search for the shares on the local network. It should automatically find your windows share. Click on them to mount them and away you go.
XP and Puppy are booting from different Computers.
The files are way too big for a use of USB flash drives.
Copying just takes too much time and I would need to walk between the Computers.
By now I used USB hard drives, though I need to walk and to plug them in and out.
Not very comfortable.
I think I will try to use this crossover network cable, as soon as I found out what it is,
where to get one and how/where to plugin.

In EITHER of your forum distros, look in its Menu for the Network category: Does it contain Simple Samba Management. ALMOST EVERY forum distro, today and many of the past, have this. If its there, you are "good to go"
This is ALL you need to transfers files from your XP or any Windows/Macs/Cell-phones/Tablets/etc/ to it or from it.
You do NOT need to install anything nor twist any special knobs as the PUP developers have made this secure, stable, and easy to use.
Enjoy as PUPs for years have had this included subsystem for just that SIMPLE purpose.
Any question,merely ask as everyone here know about it and how to use it. SIMPLE!
Are your two computers connected to the same wifi or wired (ethernet) network? if so this will all be much easier.

Yes, Simple Samba Management is there.
The Computers aren't connected in any way. Never had any network running. This would be my first go on network.

Ok, you could connect them with a ethernet crossover cable as mentioned before, but that would require a lot of manual configuration. It would be easier if you can connect them using a router. How are you connecting to the internet?

How are you connecting to this forum? If using a router that all the systems are connected too you may have the beginnings of a network

Windows XP supports SMB1 and you might need to activate this in your build of Puppy if you go down the crossover/patch cable route.
Instead of router you could also use a network switch/hub as you are connecting to the net via USB tethering.
Using a router is easier for a beginner since it will avoid having to manually configure the network settings required by both computers. Also, you should use your Bionic64 install which is newer and has smb1 enabled.
