I have the same effect when flashing the latest PuppyLinux.
I recorded on two different mini SD cards (e.g. sandisk extreme 32GB) + USB adapter .... the cards are operational because I recorded different linux distros on them, e.g. Mint 21 / Debia / Ubuntu / CloneZilla etc. and booting from the pendrive was always correct, i.e. live systems booted OK???
programs for burning ISO to USB are:
USBimager / mintstick / balena etcher / also terminal program dd !!!
My OS is : Linux Mint 21 based on Ubuntu 22.04
Older versions of Puppy linux worked OK ????

Is there something wrong with the latest ISO images for flash drives?
I checked two mini sd/usb adapters
and also all the usb ports on my laptop that had only one flash drive with Puppylinux connected
the dd recording command is:

I have two operating systems LinuxMint / Windows 10 and I do not use uefi only older type dos my laptop is also old Samsung R780

As far as I remember, by saving the Puppylinux ISO file to the usb in this way, I will not get a working PuppyLinux system with saving to the flash drive, but
although the syatem should start and then you can create one from Puppy's live system itself ... am I right?
Well, I just gave up.
But I installed another system on usb: EasyOS and it's OK ( works on the same settings i.e. mini sd card (sandisk) / usb adapter / any usb port )

Strange but I installed the ISO image (S15Pup64-22.12+1-T.iso) from Windows10 prog. Rufus / parsistance option / patch old bios ...and usb PuppyLinux booted but unable to save system sessions! From PuppyLinux System menu: /Applications/setup/stickpup-usb stick installer
I reinstalled the system on the same usb and now everything works, also the write option.
But why can't this be done from a Linux OS????
