Which of the programs is one of the most important in emulation (after the emulator itself 
)? Of course, this is a patcher, mainly in IPS and BPS formats.
Floating IPS (aka Flips) there is just such a program. Even better than the good old Lunar IPS. The program is able to create and apply patches, run the emulator and makes really the smallest patches.

I compiled in Fossapup (Menu>>Utility>>Flips), but it should work in other variants (with GTK+3).

For the test, I applied a patch translating the atmospheric Alien 3 game from the SNES console into Russian.
Snes9x emulator. The scene in which Ellen Louise Ripley wakes up in both languages :
