Power bar issues

When all of the indicators on a power bar are lit & it doesn't discharge at all what could the reason might be?
The response is the same with charging it.

What is a "power bar" ?
This is what I think of as a power bar:

If "power bar" refers to an app in the tray at the bottom of the screen,
I am running dwm, a window manager that does not support a tray.

If you have more than one battery,
maybe the app in the tray is confused and is showing you the wrong battery. For example:

Besides this power bar (on the pic), there's also another one, that is used to have more power for a phone or tab on the go. They can be charged at home. This is an issue of this type of bar.

It's also called a power bar in many stores, it's not only me. It's Polaroid, 6000 capacity, 4-5 years old, not used too much.

Difficult to know exactly what you mean so I am having to do a lot of guessing.
If you mean a bar of LED or LCD lights which is supposed to indicate level of charge and/or discharge, and if you are saying that the bar shows as fully lit all the time, irrespective of the level of charge or discharge...
There is probably a bit of circuitry (a few electronic components) within the device which is supposed to detect the level of charge and then display that accordingly as a number of lights within the bar. If there is a fault within that little bit of detection circuitry, then the power bar may not be able to display the charge level correctly. Sometimes these sorts of things do just stop working for no obvious reason, even if they have not been used much. Furthermore, these days a lot of equipment is not practical to repair at component level as you could do in the "good old days". Anyway, that is just a guess and I could be completely wrong

I tried it with a few things, it doesn't supply any power. It has a power button that doesn't respond at all. It also has a flashlight that used to work, not anymore.
