I'm running 64-bit version 30.0.0. portable. Received a notice of an update being available. There have been post about problems with newer versions of palemoon. As a precaution, I keep a 2nd (spare) Palemoon-portable, the 'old' 29.4.4 So I declined the offer to auto-update on my 'work' version, opened my spare version and initiated update. That was 15 minutes ago. I'm still receiving a notice "Applying updates". I'm about to kill it by Menu>Exit>restart-x after closing the working version which I'm using to post this.
Edit: Well, I was able to shut the spare version down via "x" without have to restart. Clicking update again gave this notice:

Version 30.0.0 was the one with all kinds of issues.

I have updated to version 31.1.0
I do use just a normal install of Pale Moon.
I have seen this happen in the past trying to update.
It seemed to be their server was just not up or they where working on it.
Later time the update was functional.
The things you do not tell us, are usually the clue to fixing the problem.
When I was a kid, I wanted to be older.

If i understand it correctly version 30 will have been prevented from being updated and a clean install of version 31 would be required as many users were experiencing severe resource issues and that included me.i am using a version 29.4. portable and it runs just fine.

Version 29 now properly updates directly to 31. My addons and themes are also still working (swarth, stylem, ublock, nmatrix). Feel free to update without fear, I think. 30 was a bad release and my understanding is the problem was from a developer who is now no longer on the project.

I just wish we knew what we were updating to besides the perennial 'security update' and esoteric release notes.
