As the title states,i am trying to change the file icons within rox filer and i am damned if i can achieve this.
Any ideas please.?

Not sure where others are located, but some of the icons used by rox will be found here at /usr/local/apps > RIGHT-Click Rox-Filer> Look Inside > Left-Click the images folder. I'm guessing you have to replace those with icons using their names.
For the others I notice a couple icons in the /usr/share/pixmaps/puppy folder which looked suspiciously like those appearing on Rox's tool-bar. If these are being used, my guess is that you would have to rename the current svgs and use your substitutes, appropriately named.
Caution: The above is a guess. I recommend backing up SaveFile/Folder before making changes. I could not find any configuration file telling rox where to obtain the icons it displays. Maybe that's written into the binary. If the use of svgs is hard-coded, you'll need to use svgs; either already present, downloaded or created using a vector editor. An application like LibreOffice-Draw which merely wraps a png may not suffice.
But I'm not guessing when I suggest that changing the icons in the above mentioned folders should only be done as a last resort if no one who actually knows what's going on responds.
Are you trying to use a theme? or just changing them one at a time. Under options in ROX choose the Types category. At the bottom of the screen it says "Themes should be placed inside the ~/.icons directory."
I have changed the theme from that same screen to PMaterial from the previously installed glass theme. You might be able to copy a theme from usr/local/lib/x11/themes/ into ~/.icons/ and then change to that theme in ROX options under Types.
You can also change icons one at time by right clicking a file and choosing set icon from the "File" submenu. The dialogue will give you a check box asking if you want to change the icon for that individual file, or all files of that type. I have used this many times to tweak my theme.
