Hiren's BootCD can't run under Slacko, it is bootable system - boot it from usb.

My notebook can't boot it at all, though I can view the content in Chrome OS. Somehow can I change the permissions when I open it with Rox fm?

Hiren's BootCD is made for working with Windows OS problems.
It is not for Linux OS.
What are you really trying to do?
Fix some problem or just trying to use Hiren's BootCD?
Give us a link to this version of Hiren's BootCD you are trying to use.
So we can download it and try to use it or see what is in it.

Most computers can boot from USB drive, unless they are very old.
Do you know how to change the computers boot device?
When doing the USB install?
Did you do it the way they tell you to in the how to?

This is full of programs that are Windows software, not Linux software.
The Hiren's BootCD, has a special version of Windows, it boots to, to run the software, it has.
The things you do not tell us, are usually the clue to fixing the problem.

I need to check & recover the ntfs in an ext HD. It can't be mounted.

Not at all. Many of diagnostic programs are running not under Windows or Linux, but under minimalistic DOS (command.com, io.sys).
AFAIK there is not Linux repairing programs for NTFS.
