Uh, assuming you haven't, you may wanna clear your cache. It sounds OLD.
OR...
It's possibly a "geo-location" issue: New tab (palemoon.start.me) is suddenly in Spanish.
They just made a big update to the portal, and it's possible there are some teething problems with the automatic geo selection based on your IP.
Could just be.
I went into a portable browser which I haven't accessed start.me with and it came up as expected (ca). I use a personalized start.me page as my Home page generally. I certainly hope there will be no issues with it moving forward.

Startpage is now owned by an advertising company. There's no reports that it has abused the information it receives from Users. But any organization whose future depends on profit will always have to deal with temptations. I changed my home page to qwant.com.
You should well know the issues that can arise when your browsers cache is stale. Now, no reason for me to rehash the answer to a question that's been asked and answered many, many times over the years. I'm sure you'll find that these two links cut right to the chase.
Good, simple answer explained. More involved and worth the read.

Ahhh right, i understand now. Unfortunately i don't personalise the browser and always start it in pristine mode so i am stuck with the defaults from the developer (including the startpage). I wish we could go back to the days of text files for bookmarks and configs etc.....

Start with a script. Example:

Note: The location of your palemoon executable may differ from the above example. You can start with any url (in the place of about:blank).

Your "problem" with starting Palemoon in pristine mode but still wanting to start with some settings (like bookmarks for example) got me thinking. You can start Palemoon with a specific profile of your choice from any location. So let's say you create a folder with the name of greengeek in /mnt/sda3 as your profile, you can for example start the browser with:

/Palemoon/palemoon -profile "/mnt/sda3/greengeek"
Now, you can add only the configs you want to start the browser with to your profile folder, eg: add the bookmarksbackup folder to your profile folder to show your bookmarks when starting the browser. Note that Palemoon will populate your profile folder with other stuff during the session, so you will have to delete the additional stuff at the end of your session from your profile folder or just replace it with a backup of your original profile. You can also make an sfs of your original profile and in that case any additions will be ignored if you don't save your session.

Wiak's posts on this thread, viewtopic.php?p=20708#p20708, provides the way to maintain your bookmarks in a text file --or several categorized, named text files-- opening to each of URL in the web-browser of your choice. I have yet to figure out how to open the one URL recorded in a text file without first opening the text file. It's on my ToDo list.

Okay, so I'm already running Palemoon and want to use another bookmark without closing the browser and starting again with the new bookmark (url)?
This is also happening when attempting to access the palemoon.org. I saw @mikewalsh had updated the 32 bit palemoon portable browser to 29.1.1, so went to check release notes and a similar page was displayed. I checked in different browsers and it was displayed the same. The plaemoon forum and add-on pages are being displayed correctly.

In Firefox, you can uncheck the box in preferences to allow websites to set their own fonts, to see the text as English again.

@mikewalsh I wonder if it was similar to what happened here to us. Using some mechanism someone was able to use this forum's email address to SEND out a mass spam mail attack though our mail server using the forum itself and it's mailing capability. I caught it early before it became a really big problem when a safety breaker suspended all of the the email accounts outgoing and incoming associated with puppylinux dot com and I noticed it. How did I notice you ask? Well the 30+ daily porn site junk mails stopped showing up in the Junk pile. So I thought how odd that is and I noticed no other valid mails as well, so I tested the mail addresses and was met with a big red warning and no working email addresses.
That has been fixed. Also hardened the email security for the forum. Modifications to the forum configuration also should help and closer observation of that mechanism will ensue and will help as a preventive measure.

I'd never disparage JM (the community owes him a debt that can never be repaid), but this is what I mean about the difference between he & thee.....you're usually about most days, active, and very much "hands-on"; JM, as I've said before, was something of an "absentee landlord". Yes, we had a "mod", but poor old Flash had rather limited tools at his disposal, I suspect.
I've noticed with other forums in recent years/months that it's no good setting-up a forum, then leaving it to look after itself. Especially over at BleepingComputer; it's a very popular site, has well over a million members.....there's around 15 of us on the moderating staff to cover all the time-zones.....and the sheer amount of spam & crap we have to deal with on a daily basis is jaw-dropping! It's a good job the guv'nor, Lawrence Abrams, is something of a coding whizz-kid himself & has managed to automate a lot of spam detection stuff for us, but there's still enough sneaks through to keep us on our toes.....
(In the last hour alone I've single-handedly consigned nearly 100 spam posts to the 'Removed Content' bin. And this is one of the quieter days...! Of course, that's on top of the trolls, members falling out with each other, folks posting in the wrong section, and all the thousand & one other things we deal with daily... )

Like williams2 mentioned, it could just be an April Fool's day "Easter-egg" kinda thing. They wouldn't be the first devs to pull short-lived stunts like that.
What makes ME think there's more to it than that, though, is the fact that the Pale Moon forum has been down for the last 2 or 3 days.....due to problems related to "language maintenance".....!!
We shall see. I periodically look-in over there, so I shall notice any change before too long.

Turns out it WAS an April Fool's gag, that Moonchild - the lead project 'dev' - decided to play on the entire Pale Moon community. 'Twas somehow achieved by setting the main server's UTC clock 12 hours ahead, along with a self-destructing temporary 'data' file that only activated when that page was requested.....at the same time, temporarily disabling forum access and displaying the "Down for maintenance" banner. (No, I don't really understand how it worked, either.....)
