Like Pale Moon's Session Manager. Preferably in the same position, files ordered by same attribute etc. What program I need for this; or do I need a different Window Manager or something?
Is it possible to open the same windows and programs - after restart?

Tough request! I'll be surprised if someone's got a legit follow-up.
Xfce4 Session is a session manager for Xfce. Its task is to save the state of your desktop (opened applications and their location) and restore it during a next startup. You can create several different sessions and choose one of them on startup.

Hibernation may be an option (although somewhat temporary but your machine is basically in an off-state). Don't know of a way this can be achieved otherwise.
