I may be wrong but it seems some sections are locked for comments (replies) by all users. For instance - the official fossapup thread where only philb and the moderators/administrators have access to reply to a post it seems. I wanted to reply to a post of another user yesterday but couldn't. Is this correct? I see that only rockedge has tried to answer the user's question (which actually turned out to be a general Puppy question and not relating to fossapup only). So, it's important that users ask their questions in the correct sections otherwise they will be severely limited to replies (if any).

Re: Asking questions in the correct sections
My interpretation is this forum was designed for busier use, and being normally specific will result in lost questions.
In the esoteric sections users tend to know what they're looking for.
