I'm just resizing pictures in GIMP and I've noticed quite helpful thing lacking - comparing to Windows. When you open an image in Windows and close it - a rectangle appears around that file. This is very helpful in a situation like opening and closing one file after another, because you know which one has just been closed, hence which one is next to open. I cannot see that here in Rox-Filer (I have to point my finger to a file I'm opening...) - is it possible to enable it or is it just not available?

Yes, it's possible, however the display type has to be set to "List view", which - for reasons I will never understand - is not the default.

The surrounding border marks the active item. In new ROX-Filer windows or when you press ESC in existing windows it happens that none of the listed files is marked as active. In this scenario a file selected with the mouse will not reveive a surrounding border, causing the difficulties you described. To make sure that items are marked as active, initiate keyboard navigation by pressing any of the arrow keys. The first file in the list will be marked. If you now pick a different item from the list, even just with the mouse, the marker will jump to the picked item and stay there until you pick a new one. This might be the behavior you are missing in "Icons View".
