thank you for report.
The package manager issue is rather old and has nothing to do with a certain package or distro.
Example:
a package example-1.0.pet is installed on the system ( ppm will show example-1.0.pet installed )
if a new version of this pet is available e.g. example-2.0.pet ( ppm will show example-2.0.pet installed ) although example-2.0.pet is not installed yet.
PPM ignores the version number of the pet. If pet installed, ppm shows installed on all versions of this pet.
I did the test with peebee's S15Pup and mistfire's QuickPup. Exactly the same result

Seamonkey update
don't know why you want to update seamonkey via webupdater although a more recent version is available via ppm.
To update SM via webupdater, SM has to be compiled with --enable-updater
automatically download and install of update has to be enabled
your /usr/lib64/seamonkey/defaults/pref/channel-prefs.js should contain
pref("app.update.channel", "release");
pref("app.update.channel", "default"); disable online update
did not managed to update seamonkey 2.53.16 via webupdater, got a server error
reason could be that recently seamonkey update server has changed.
Not important to me as long a seamonkey pet and mozilla-nss pet is installable via ppm.
