Chelsea80, the OP, sought a means to transfer files between a Puppy Operating System with access to the Web and a Windows computer which is to be denied such access. Various solutions were proposed. Some of which can be applied without regard to what operating systems the computers run.
I writing pre-1st cup of coffee: so I won't summarize the content of that thread. However, I will note that korkythecat3 suggested meiga. Information about it can be found here, http://meiga.igalia.com/. Sonny proposed croc, available via github, https://github.com/schollz/croc, where you'll find 32-and-64bit releases dating from current to 2017.

implementing a simple webserver on the puppy machine looks interesting
maybe bring up the server and opening the port should be done manually before transfering
turning off the connection at the router with the router app from the puppy end or even unplugging the modem seems neccesary if the xp machine is to access the router without internet exposure

If you are just transferring files between Puppies, all you need is gnetcat. Remove the fake .gz extension.
The only dependency is lzop which is already in some Puppies.
