Use @BarryK's simple network set-up, a.k.a. SNS. Works fine.

You would be right if you're guessing Frisbee, but I will try SNS & report back when on that machine.
I have had the same problem, but it may be due to my phone. I get a connection with a different (older) phone on the same laptop. I've tried everything including Barry's Simple Connection but no luck.
I cant recall what other ideas I have tried by searching online, but they didnt work. All suggestions / ideas appreciated !

Do you have a nameserver defined correctly in /etc/resolv.conf? Sometimes this isnt done automatically or done wrong ending up with garbled mishmash.
What happens when you type 1.1.1.1 in your browser when tethered? Should take you to Cloudflare page. If it does then your nameserver isnt defined properly. You can try any numerical address for this test, just suggest 1.1.1.1 cause its super easy to remember and no having to go look up an address. Oh you can also open a terminal and type ping and then an address, either numerical or www address. If nameserver not working, then it will say can not resolve on any www address.
Cant surf easily without nameserver. If its blank edit /etc/resolve file content to "nameserver 8.8.8.8" (without the quotes) and save. This is the free google nameserver. "nameserver 1.1.1.1" is free Cloudflare server which is one I use day to day.
Oh in Puppy, if nothing else will activate an interface, use the Dougal's Network Wizard, if they still call it that, its the third choice and most elaborate. But it works when others wont.
Usually if its blocked, done so in phones software. You try to set it to tether or hotspot and it will refuse and tell you to call your provider. There are workaround apps like the old opensource Azilink or paid one like Easytether.

Still attempting a Puppy tether/hotspot, this time in 32 Bionic with its different Network Interfaces (ie, not conventional wlan0 & eth0), also trying SNS vs. Frisbee.
Concerning telecom provider restrictions, from memory this connection Android:Android works, so it could be Puppy os.
I also tried the tether option in the Pup MTP tool, no dice.
Next test is non-Puppy distros.
32 Lubuntu 16 (Xenial) connected today without a hitch, both hotspot, & tether (considerably faster).
The difficult part was trying to update Firefox past 65 where the repository thinks it's done, then trying to remember if we can run Ubuntu standalone browsers as limited users.

For some reason now usb0 is connecting in every distro I try. This may be the (different) computer. I'm using Puppy wi-fi utilities & not MTP.
On this machine Ubuntu does not recognize the wi-fi while Puppy does (driver). Tethering still works in Ubuntu. Conversely, remembering tethering with Internet access not working in Puppy I tried again & it works repeatedly.
I'm just thinking out loud, so to speak. No new question here, except...
If I can confirm Internet access is restricted only on a specific device (my Atom netbook if I recall) & only in Puppy (not Ubuntu), I'll wonder why.
Sometimes the trick is to keep experimenting if you've got the time for it.
I read online that USB tethering has been proposed to be no longer available from kernel 6.7

Sounds really bad, cynical, & illogical.
Test confirmed:
Computer A
working wi-fi in Ubuntu or Puppy
tethers or hotspot connects in Ubuntu only**
Computer B
no wi-fi in Ubuntu (driver)
wi-fi working in Puppy
tethers in both
Both laptops 2010-era, (B) is 64-bit, (A) 64-compatible 32 running 32 Bionic or Xenial, given the missing driver on B is normal,
**an inability to access the Internet via tether or hotspot on A in Puppy is the mystery.
Note: Android tether tends to be significantly faster than wi-fi.
