I have to first make sure we are talking about the same Puppy version.
Your issue is with Fossapup64 9.5?
Installed how?
Live on a USB?
Frugal on a USB drive?
You have made a save file or folder and it is being used?
Anything you specifically did before this happened?
The things you do not tell us, are usually the clue to fixing the problem.

Hm. You haven't by any chance installed Chrome from the .deb file off their download page, have you? It's well known for changing ownership permissions on the pup_rw layer, which is where the CUPS stuff lives.
This effectively makes it "invisible" as far as Puppy's concerned, and it no longer "sees" it....
Just a thought, like.

Installed to USB save file fat32 stick, ext savefilr
Cups seems to be installed
But no PPD s
No listening ports
I might purge cups

Initd s cupsd will start and stop
But I get internal server error when 127.0.0.1:631
Any task edit add etc
/etc/cups is root:lp ownership -R
Will try debug mode
