Aside from some already very usable/working programs being published in this unappropriate fashion, I also wish to draw attention to the less-than-satisfactory no-license provided approach of some app/utility authors here. Not stating an open-source license means the app/utility is NOT open-source (even though the source itself is viewable) - users cannot use, modify, redistribute, or fork any project if that project/app/utility is simply copyright its author. It is fine if an author wishes their creations to not be open-source but not satisfactory to not state that is the case. In my opinion, this is understoood to be an open-source software forum and any app/utility published here (wherever) must be given a legitimate open source license statement or it should not be published here at all. If no license is stated in the program source code then the app/utility thread should contain a statement giving users full permissions to use the software how they like, including all the normal rights to modify, copy, redistribute, fork and so on. If that is not to be the case then a statement should be required to say that so that everyone understands that the software is not open-source licensed.
