Previously when i had FossaPup64 on my laptop i got Cups to automatically print on my wifi connected HP Officejet 8600 Pro printer but when I tried to set up my printer on BoookwormPup64 Cups didn't show my printer. What would cause this?

I've noticed using cups that in order to get cups to see a network printer, the firewall needs to be disabled. I would try that first if you haven't already.
I don't use bookworm, but on all the distros I do use, I install hplip, and if cups doesn't automatically see the printer, it's possible to install it using a terminal command hp-setup
which will step you through the setup.

For cups to see the printer browsing has to be on and by default I don't believe it is.
You should be able to set it up anyway if you printer is fairly new it should support ipp printing. Just search for does my printer_name support ipp printing
1 Add a new printer
2 use: " ipp://your printer ip address/ " without the quotes (you can get this from the printer) Note it must be a static address
3 for the driver use " Generic IPP Everywhere TM "
4 then print a test page
If your printer doesn't support ipp printing you can still set it up like by using http://your printer ip address
and the the ppd file for your printer.
Edit you may need to play around with the trailing slash
when I set my printer up using http:// I did not need the trailing slash
when I set my printer up using ipp:// I did need the trailing slash
