How to limit internet speed?

Hello.
When i installed wondershaper and used this command it gave me this:

root# wondershaper eth0 10240 2048

Error: Cannot find ingress queue for specified device.

Error: Parent Qdisc doesn't exists.
We have an error talking to the kernel

I'm using puppy linux fossa the latest version.
How to fix this?

Fossapup does not use Systemd

"/etc/systemd/wondershaper.conf"

Did you create a config file?

No I didn't.

Puppy Linux does not use Systemd ........ maybe try a different OS or look for a similar application which does not rely upon this.

It was included in the README file.
