Aside from using wget to grab your file, this would be much easier if you included *which* ISO in particular.
If it were me and you wanna stay GUI, I'd definitely try a different browser.
There is NO one browser that "does it all."

What Puppy ISO?
Trying to download it from where?
What browser are you using?
What download speed is your internet service providing to you?
Have you reached some kind of download limit imposed by your internet provider?
Nothing about the Puppy ISO is causing your issue.
Example:
I have an internet connection that provides about 10MB/s download speed.
Takes about 2 to 3 minutes for me to download a Puppy ISO.
The things you do not tell us, are usually the clue to fixing the problem.

Im guessing its win10 + your browser the problem a recomend a difrent browser where you can resume downloads
