Because of what you all are reporting.
I do not think it is a problem caused by the files in Fossapup64 9.5.
I think it is how the person actually put the files in the iso on the USB drive.
How would you like the bootable usb to be created?
The person reported problems with what they say is a live install to a USB drive.
A basic live install to a USB flash drive:
The drive having one partition, formatted fat32 as it would be when you buy it.
All the files in the Fossapup64-9.5.iso placed on the partition.
But if you use a program designed to do installs of Operating Systems(OS), using the OS iso.
It could do the above basic live install or who knows what else.
I just hate to see bad reviews of Puppy Linux on DistroWatch.com.
The Fossapup64 9.5 ISO has boot loader config files with entries setup for booting from a CD/DVD.
This is a problem on some computers.
I have seen people having problems booting a Live USB.
Going into the boot loader config file and changing the pmedia=cd to pmedia=usbflash.
That fixed finding the Puppy SFS files when booting.
