grub-install --boot-directory=/mnt/boot /dev/sdX # Example: grub-install --boot-directory=/mnt/boot /dev/sda

What is the DIRECT relationship of Fossapup to Grub? If only the Grub developers came up with commands and directories specifically for Fossapup

Have you looked at the FossaPUP64 ISO file?
If you dont have it, download and double-click it. Look at the folders and I think you might see why I ask.
Hope this helps in undertanding so that good advice is given for the modern WoofCE PUP distros or DOG distros.

Hi. We don't need to look inside ISO. Apparently, the person installed Grub from PPM and wants to manually install it on the hard drive for some fun.

Fossapup64 9.5 already has a way to install and use Grub2 boot loader.
You need to use what is already in Fosaapup64.
you already tried installing using PPM, so I am not sure what this may have done to the Grub2 files that were already in Fossapup64.
It has Frugalpup v20, so may want to install the newest version of Frugalpup.
Frugalpup Installer

I t is an installer program for doing frugal installs to any type drive.
On the main window is a boot button.
Select this, to go thru the process of installing a boot loader.
It can install Grub2, different setups for type of computer bios.
UEFI bios.
Legacy bios.
Or both.
For UEFI with secure boot enabled.
It can install a puppy security key (required by secure boot).
It will make the proper boot menu entries, for what Puppy Linux needs, for options in the menu entries.
Note:
It does not setup entries for non-Puppy OS's.
If you try to use a generic Grub2.
You will specifically need to manually make your own boot menu entries to boot Puppy.
Generic Grub2 knows nothing about how to setup a menu entry to boot Puppy.
The things you do not tell us, are usually the clue to fixing the problem.

... for some fun
For best results, long term, and for support from members who understand FossaPUP and the many other modern WoofCE PUPs, it "may" be best to play in the same arena as the PUPs and DOGs we have. Learning would be faster and questions for support would be done with the understanding of todays distro.
The accepted architectural layout is what we see in the WoofCE. Guidance to new people would best be guiding in congruent to that model. ...At least on this FossaPUP area of the forum.
And the member(s) who benefit from consistent guidance would be helpful to others when they can.
