The kernel parameter would go on the kernel line in your grub4dos or grub entry.
No idea what a 'permissive' kernel is, but it will probably lead to more under-age sex and drug taking.

I'm assuming "puppy5" to be either Wary or Racy, but I could be wrong. The 5.5 versions had a 2.6.32.59 kernel for Wary, and
3.0.66 for Racy.

Perhaps just split it up by build system - WoofCE 'official' and otherwise, the DebianDogs, and WeeDogs. That should cover a multitude of sins. Remasters and odds and sods can be lumped together.
