It is proven Safe and stable. My feeling is that GRUB2 is, both, timely (as manufacturers continued support and contributes) and offers improvements. All done without PUP developers special follow-up needs. And it is easily understood with documentattion everywhere on the net. Easier said than done...

So maybe the change that needs to be made is to make the ppm a rootfs-package rather than built-into the roofs-skeleton. Take a look at https://packages.ubuntu.com/focal/gcc and https://packages.ubuntu.com/hirsute/gcc, you probably tried to use the fossa64 DISTRO_PKGS_SPECS as-is and haven't replaced gcc-9 with gcc-10.

It's gcc inside the devx of the Puppy you're building that's missing, not gcc on the Puppy you're using to run woof-CE.
