The problem is all the libraries/packages are built for R-4.x.x ?

The official website for jupyter says to run "jupyter-lab" but our install doesn't have it? I tried jupyter--notebook --allow-root, jupyter-run and jupyter-nbclassic but no luck...

Yes, gcc is in /usr/bin/gcc
I downloaded to devx pet package from here.

Clicked on the the package and "Yes" to install.

What seemed to improve the download speed was changing the "Attached To" setting from NAT -> Bridged Adapter

The laptop is a wireless connection
The speed coming in the laptop is 22.2 Mbps and the upload of only 4.68 Mbps
And the download speed was so slow in the VM that speednet.net timed out?
Any suggestions would be appreciated.

Using ppm I upgraded Python-3.6 and pip2.
When I run: pip install python --upgrade
It sy that it is already installed?
What I want to do is install 3.10 without using the source code.
